I remain unclear on the point of your long note, interesting though it was.
Are you saying that the passive peak and the active peak that are a half
octave apart in cochlear mechanics are distinct things, or are you saying
that they are two ends of a level-dependent continuum?  I tend to believe
the latter; do the data you describe tend to push the interpretation one
way or the other?
