Judy, both performer ability and action recovery time will limit trills. You can get far faster trills on a grand than an upright because of the construction of the action but in the final analysis its usually the piano that will be the limiting ceiling factor for an extremely good performer. On a grand you're looking at a gravity feed mechanism in the pian so even if you could develop a frictionless action you'd still be limited by both gravity and a few springs that assist in certain parts of action movement such as return of the jack to its starting position and return of the wippin to its starting position. Even on grands there are design differences betwwen various brands and some of those designs are far slower than others. On the practical side, in the case of a well regulated piano the skill of the performer is often the limiting factor. You might be able to get some specific information at ptt.org.
