I have the DARPA 1986 proceedings, and will scan the article for Tamas and whoever else asks me for it. If memory serves me correctly, that was the workshop that I hosted at Schlumberger Palo Alto Research. You could probably ask Lori Lamel directly if she still has a copy of the other. She is probably the most findable of the authors. Or it may be that NISTIR-4930 refers to the actual CD-ROM of the database; citations seems mixed on this.
