software for waveform generation, storage and manipulation

I can highly recommend the package SFS

http://www.phon.ucl.ac.uk/resource/sfs/

which is freely available to all, and contains a variety of functions
especially appropriate for the processing and display of speech (e.g., it
makes beautiful spectrograms) but also performs simple wave generation and
manipulation.
