It may not give you all the options you are looking for, nor a
commonly used bitstream format, but you can download the source for
the Enhanced AAC+ encoder/decoder from the 3GPP website (Specification
http://www.3gpp.org/ftp/Specs/html-info/26410.htm (click on 10.0.0)
(Specs 26.401-405 give you the descriptions)
